RFP QUESTIONS AND ANSWERS

Question 1: For the link for Section 3c Appendix G, H, I documents on the website leads to the same documents for Section 3b Appendix C, D, E, F.
Answer: The link for “Section 3c Appendix G, H, I” has correctly been updated on the website.
Question 2: Form D-3 states that an excel spreadsheet of the approved Categorical Budget Justification has been included in the RFP; however, I am unable to locate it in the RFP or on the website. Please advise.
Answer: The Excel Budget Form was uploaded as “Separate Form Link.” The name has been changed to reflect that it is the “Separate Budget Form Link.”
Question 3: Form D-1 Third Party Reimbursements – should this form be program-specific or agency-wide?
Answer: Agency-Wide but HIV/AIDS-specific.
Question 4: Form D-1 Third Party Reimbursement – should the grant period be 2013 or 2014?
Answer: The applicant may choose the most current grant period (which sometimes overlaps two years) OR 2014.
Question 5: Form D-2 Subcontractor Data Sheet- Should the contact person be program-specific?
Answer: The contact person should be program-specific.
Question 6: Form D-4 states that a letter of good standing from the admin agency other than TRG should be included. I do not see where to include this on the checklist. Please advise where I should include this letter.
Answer: Form D-4 asks the applicant to list all current HIV-related contracts. The form does not required Letters of Good Standing to be submitted with the application. Letters of Good Standing will be required if the applicant is awarded a contract.
Question 7: In the RFP, it states the Project Narrative must not exceed thirty (30) double-spaced, typewritten or computer generated pages. Please repeat each question and answer each question separately and in order. FORMS DO NOT COUNT TOWARDS YOUR 30 PAGES LIMIT.” Is the repeat of the question to be typed double spaced? Will this count towards the 30 page limit?
Answer: Applicants may single-space the repeated questions. However, all answers must be double-spaced. The 30 page limit includes both the single-spaced questions and the double-spaced answers.
Question 8: On the line item budget form and budget justification, does the administrative staff/budget have to be listed on the top? And does the order of the "other" items have to be the same listed on the form? And if our budget does not include one of the listed “other” items, do I have to leave it and have a $0?
Answer: The budget forms are just a guide. The order you list the administrative expenses/staff does not matter. Since the forms are a guide, applicants do not have to follow the order nor list “other” items not included in the budget. However, some applicants will list “in-kind” staff.
Question: 9: Is 100% of the rent and phone expenditures considered administrative cost or is it proportioned based on FTEs?
Answer: Rent is considered 100% an administrative expense. Phone can be proportioned based on FTEs.
